On Tuesday March 22, 2011, was held in the Chamber of Deputies, the Public Hearing at which candidates for membership in the National Culture and the Arts (FONDEC), presented their case to the Advisory Committee constituted by several Deputies, chaired by Deputy Dionisio Ortega, President of the Committee on Education, Culture and Religion Chamber of Deputies. Victor Hugo Dominguez was submitted to compete for membership in the FONDEC, with the support of numerous institutions and individuals, including the ATENEO GUARANI LANGUAGE AND CULTURE.

WHY I WANT TO BE A MEMBER OF THE COUNCIL OF FONDEC
ARGUMENT OF VICTOR HUGO DOMINGUEZ
Because I want to continue serving my country from that job, as I came by in a matter of cultural workers in other fields.
There are numerous cultural promoters and managers meritorious who have no access to the benefits of FONDEC as it should be. I assume the mission of spreading to more and more Paraguayans who work for the good of our beloved people of Paraguay. THE VOICE OF THE INTERIOR
In an organism like FONDEC needs to be done feel big and strong voice inside the country, deep voice that Paraguay, which until now had no formal representation in the Council but they now have someone who does much good for my people inland.
In my tours of cities and towns of the Republic, especially in the circuit I have been doing for a year with live performances by implementing my personal crusade Patriotic National Exaltation through popular song in honor of the Bicentennial Paraguay by Patriot various departments. I met a huge number of talented people, both artists and cultural promoters who work to the lung, with no support, trying to strengthen the culture of Paraguay. Moreover cultural workers in the border areas, who are defending our cultural sovereignty in these areas almost completely invaded by other cultures. These people have no money to come to the offices of FONDEC to take the steps to carry out their projects. Many do not even know it Asunción. Therefore, there are many deserving Paraguayans who are outside the scope of FONDEC. DECENTRALIZATION
FONDEC
is necessary to develop a decentralization policy FONDEC. FONDEC must carry to every corner of Paraguay. If not, we are benefiting only one sector, sector by other elitist and exclusionary and FONDEC is everyone who bet the promotion and preservation of cultural values \u200b\u200bof the nation. There will be very difficult to get all cultural workers really have merit access to the benefits of the institution. It's just a matter of attitude, love and service to the Fatherland, love and service to our culture. The Directors of FONDEC must reach all departments of the country and learn what you do, who do, how they do and for whom cultural actions. Only then will comply completely with the aims of the institution. THE FORGOTTEN
In the next stage FONDEC also must support the many artists who serve the country from abroad, who well know for having shared with them more than three decades of musical-cultural activities. Those forgotten, almost anonymously are making known our country through his art. Or those who carry the representation of Paraguay international meetings and thus must take on debt or selling off their belongings to pay for their tickets or travel. To all those people, whose sacrifice is not valued, the FONDEC must support. With this position and this thought, art and culture of Paraguay, I want to be FONDEC Council member to serve my country and its good people.

On behalf of ATENEO LANGUAGE AND CULTURE GUARANI I have the pleasure of addressing you, to express to "respectfully support of our institution for the candidacy of Mr. Victor Hugo Dominguez, to occupy a place on the Board of FONDEC (National Fund for Culture and the Arts), and we are sure that he collects more than enough merit to access this position, taking into account their long, fruitful and recognized national and international artistic work, spreading the culture and language Paraguayan Guarani, between insiders and outsiders. That is why we believe that a person in the hierarchy of Mr. Victor Hugo Dominguez, is best placed to access the hierarchy.
On the other hand, we understand that a major institution like the FONDEC must meet within it representatives of all cultural sectors of the country and is, in this sense-that the candidacy of our friend, Victor Hugo Dominguez, worthily represent the popular cultural workers, in particular, popular artists (musicians, folkloric groups, poets, dancers, etc), often are not heard in their proposals, within the FONDEC.
The ATENEO LANGUAGE AND CULTURE GUARANI-institution supporting the candidature of Mr. Victor Hugo Dominguez for FONDEC-is a legal entity, independent, civil, progressive, scientific, cultural, recognized by the 2574 Act, as an educational institution higher autonomy and university level, responsible for cultivating and spreading the Guarani language and culture. The ATENEO LANGUAGE AND CULTURE GUARANI develops Guarani language courses and cultural promotion activities in 100 districts of the departments of Concepción, San Pedro, Cordillera, Guaira, Ka'aguasu, Ka'asapa, Itapúa, Misiones, Paraguari, Alto Parana, Central, Ñe'êmbuku, Amambay, Kanindeju, President Hayes, and Boqueron. Also, the Ateneo has Regional Argentina, Brazil, Spain, USA and Italy.
